The real question is are the current supports game-breaking. I would argue that zen might need to be tweaked. Lucio is still largely fine despite outshining the other supports just with his design.

Tracer blink is not teleport, it's a sudden increase of speed. Technically it's possible for Hog to hook the tracer in the middle of the blink, it's just insanely hard to do.
