Mu was created to interface with Hazama/Terumi. However, she rejected him due to the memories of Saya embedded in her soul, and Takamagahara destroyed the area she was in immediately after. The Noel we know is the only Noel there ever was.

When Terumi broke Bolverk and exposed her to the "truth", she went mad with despair which gave Terumi the opening he needed to temper her into the Kusanagi. Mu-12's personality in BBCS was a combination of Noel's despair and hatred as well as the tempering process making her Murakumo programming (the "emotionless robot" personality that both Nu-13 and Noel possess during certain periods) the dominant personality.
