Keep in mind that the Tier differences represent different patches too, of which all 4 major ones brought significant changes to warlocks. A lot of Wrath private servers stay stuck on 3.3.5a, so go with an ICC spec (Affliction/Demo).

If it is it's a bug on whatever server you're playing on, because they did not stack in WOTLK at any point.
Demonic Pact was added in WOTLK to homogenize the Totem of Wrath spellpower buff. DP gives more spell power to the raid (especially as everyone gets geared more since it's % based) but didn't provide the 3% crit or whatever it was that Totem of Wrath did.
That said, at no point did they ever stack. At least not in WOTLK.

1. Undergeared tanks cannot tank ulduar, yarricks offspec daunting crafted and grim toll cant sustain tank heavy bosses like kologarn
2. Tanks with the wrong spec, zxc is the main offender here, but there are others that are missing important talents.
3. Tanks not having demo roar/ferocious roar/vindication debuff on the target, it reduces boss attack damage.
4. Most tanks dont communicate, i dunno but back in my day tanks would always announce taunts, cooldowns, etc.
5. Tanks arent organising cooldowns, vezax and kologarn are huge issues, i cant imagine what hard modes will be like.
6. Incorrect gearing, STAMINA HELLO?
HG is the only one with a respectable health pool.
Other tanks need to have at least gossamer if not also the crafted JC trinket.
For the life of this guild, tanks have been questionable when they need to do anything but stand there and do their most baseline role of hitting mobs they already have agro on.

Boh never came back and Thrang has just been out performing every other warrior in AoE and Single target fights despite him not even having a Betrayer (where he used to dumpster on Snack and Deimous on Patchwerk when they had it and he didn't).
Right now our relevant warriors are just Thrang and the two tank warriors, Doc / Yarrick.
Some new blood in the warriors would be good, but Deimous is corrupt core now so his spot will never be contested no matter how shit he is.

Boh was a shithead that got funneled a lot of the initial plate dps loot. He was alright but not great in any regard.
Thrang is doing well in single target fights with execute phases due to his own merit and the particular benefits offered by Arms for execute. His AoE will be mostly limited to SS since WW and cleave aren't optimal for arms.
All warriors right now are fairly relevant given how locked their positions are. Hopefully Doc and Yarrick get better at tanking, which they seem to be.
I'm not sure who this is but you clearly have a personal issue with Deimous. He probably memed on you too hard with donnerzorn
