It's the hardest because the controls are complete garbage.

Best? Nah, but it's third best.

It's pretty good. The on foot missions can drag on a bit, but it's not bad at all once you get used to the pace and controls.
The flying stages are honestly some of the best in the series and the visuals are really fucking good, despite some shitty designs. Everything is really spiky and edgy(literally).
Multiplayer is fucking top tier though. Hands down the best.
