The cost, time and man-hours of producing multiple flats to create a few of the shells, and the CG rendering (not as expensive as I thought, but still a cost which has to be considered) as well as licensee feedback will all have been taken into account, though as Chris really wants merchandising to be seen as something of a priority again (as do BBCAmerica and BBCWorldwide) it very well could be something which will happen. The TARDISes currently in use will likely have to be replaced anyway, so maybe for a (modest) additional cost it will be seen as 'worth it', especially as they've been clever at working out ways to amortise costs over the next 2 production cycles.
