Because it doesn't really have a story going. It's badly paced, there is no real conflict or danger, I dislike restaurant scene a lot (Clara is qt though) and I hate "Clara is the one who gave the Doctor his identity as we have it now" resolution.

People call it experimental, but thats not really an excuse for me.

Love and Monsters is the experimental episode made right. It's comfy, it shows how are regular people affected by the Doctor, gives a strong development to a group of newly-introduced literally whos, so that you start casting about them. I disagree, a lot of Doctors have been like that, including the first. Seeing the Doctor arrive in a place he knows nothing about and establishing the setting by having him investigate it rather than just explaining it to the companion is a great way to set up up a story and the more of the information that's key to resolving the plot is acquired in the episode, the better. It shows he can think on his feet. Although I think 9 was the best execution of the ultra-knowledgeable Doctor.

The serial format worked because Classic Who had longer-running seasons and shorter episodes, so nothing about 2x6x45min would work well. In fact having only 2 really long stories a year sounds rather miserable.

I would like more two-parters and three parters interspersed with single episodes, so that the variety of the series can be maintained while also allowing for more in-depth storytelling.
