Dralnu, at least in my experiments, doesn't play that much creatures so someone trying to Act you wants you to sac a lot of lands and artifacts. If you switch with that person he is the one who'll need to sac a lot of lands and artifacts.

You can always just Pact the Blasphemous Act with flashback, it's easy to pay the 3UU most of the time anyway.

usually the first iteration of a deck is usually around $100-$150 and if i like the concept it can end up anywhere from $200-$300. that said the upgrading process usually lasts like 4-5 months and ill grab new card(s) every pay check to through into it so its not like im dropping all of that at once

I get that. I have a couple friends who play, and while I enjoy playing them, they literally have 2 commanders each that they stick to and never change from. One runs Zada Token Swarm and Wort Token Sworm, the other runs Horde of Notions Tribal Aggro featuring heavy ramp and The Ur-Dragon Tribal Aggro featuring heavy ramp. But there's pretty much no community for commander at the LGS, and every player there either has terrible decks or finely-tuned cEDH, with no in-between.

No, they aren't. They're pubstomp commanders that need setup to get rolling. Meren's ability is too slow to be relevant in cEDH and Animar isn't as good as he once was. It's less about the commander and more about the deck they lead in some cases.
Jeleva Storm (now Kess, but Jeleva still works)
Arcum, though he's lost some use
Thrasios + whatever (usually Tymna)
Derevi stax
Teferi stax
Yisan (but he's on the lower end of cEDH)
Tazri Foodchain (and Prossh to a much lesser extent)
Doomsday Zur (which pretty much just uses Zur for his colors)

There are probably a couple I'm forgetting, but the important thing is that most cEDH decks want to either never need the commander and use a strong deck archetype like Doomsday or Storm or only use their commander as a replaceable combo piece. Animar is strong, but he's not quite cEDH worthy on his own. They generally run a low number of creatures there.

Make sure to get some of the creatures likely to get errata'd early to avoid price spikes. Brooding Saurian is something that might get errata'd that is very cheap now but is scarce enough it could jump significantly, for example.

I only use cards I have laying around unless I'm building a precon
I play a deck for 2 or 3 weeks before deciding to put some money into it and if I do its probably 10 or so dollars including unifying the basic lands, making sure I have decent ramp and draw etc.

Sounds like you're the one who has no idea. All of those commanders are ones who function well at casual tables and are generally called unfair by those who don't know any better. Animar is making fatties cost lost, Nekusar tricks people with bad threat perception by offering car advantage, Jhoira generally suspends Eldrazi and MLD, and Meren is just goodstuff and value that is easily disrupted. None of those commanders perfrom well in cEDH and there's a reason for that.

I don't get why Purph was so fucking pushed. Multiplayer MTG is clearly a concern, but Purph feels like a fucking Planeswalker ult in terms of the inevitability of losing.

Honestly, a better thing to do would be to screenshot or photograph this rule then post it to leddot. Yesterday there was a big post there about a store that would not give Fatal Push promos to netdecks or any decks that had Torrential Gearhulk in them and it created an uproar. If you post your store's rules you can get them to brigade the store on facebook, google maps, etc with bad reviews while bringing it to wotc's attention. (wotc follows the leddot for mtg)

So I have a funny story related to the commander precons.
There's this guy at my college who isn't very bright. A common thing he likes to do is he will guy something (like let's say a Steelers hat from lids (we're in the Pittsburgh area too)) and he will say something like "this is actually a really rare hat that there's like 20 of in the world and they go for several hundred dollars" when it's something that a ton of people have, is easily available, and fairly cheap.
So the story is we were all at the mtg club on campus and he mentions he wants to build 8rack for modern. I mention that I used to play it and I have everything he needs and would be willing to trade or sell him everything except for my liliana's and thoughtseize. So basically hes getting the lands, inquisition, ensnaring bridge, etc. so abiut $300 worth of cards. Later on in the evening the conversation goes to the new edh precons. someone says that teferi's protection is worth a good bit of money now and will probably go up more if it's not reprinted. Matt apparently has the vampire precon and goes up to me and says "Hey I have the sealed vampire precon it's going for about $100 already and it's only going to go up, I'm willing to trade you it for your 8rack deck". I then respond with "dude I preordered the precons and i got all 4 for little over $100 plus they just came out and the wal mart across the street has a bunch for about $35 and i wouldn't pay more than that for a deck I already have ". He then responds with "Hey I'm offering you a good deal , I should really be asking for the lilianas too since mist if the commander decks end up skyrocketing and being worth hundreds of dollars "

As some people have already said, he's a huge tempo loss when you cast him, because people will not let him live a whole turn cycle. A way to circumvent that is to use Vedalken Orrery style effects, so when your turn begins, you can use him to his full potential and make a big, impactful play.

Probably. They have been in business for a long time so they don't screw every customer but their customer service isn't great and if that playmat becomes a collectors item the day after you order (it probably won't) then they likely would cancel the order and refund you.

I'll vouch for Card Titan, Card Chaos, and SCG, those guys honor their prices and fulfill virtually all orders even if the card triples in price between the time you buy and they ship. TnT just aren't as nice guys.

That was exactly the issue that brought things to a head with Masterpieces. they didn't have a good enough theme for Amonkhet and the players quickly noticed. It's why they scuttled Masterpieces in Ixalan and repurposed the card frame for the transform lands instead.

Masterpieces aren't dead, but they've said they're not going to do them unless they have a compelling theme anymore. Personally, I wouldn't be surprised to see, Masterpiece Series: Planeswalkers, Masterpiece Series: Legends, or some combination thereof on Dominaria.

The three planes with a robust enough cast of Legends to support it are Dominaria, Ravnica, and Kamigawa.

Kamigawa is dead in the water for obvious reasons.

Dominaria has a valid excuse for featuring the Planeswalker series of being the center of the multiverse and the plane with the greatest amount of planeswalker traffic, so it might be squandering it to pass and do legends instead. The second issue is that a lot of Dominaria legends would be nostalgic more than anything. A new player opening a Masterpiece Kamahl isn't going to be particularly excited the same way as they'd be with even a Masterpiece Domri Rade.

Ravnica has a huge number of legends frequently used as commanders, and the actual cards representing those legends are a lot stronger than many of the legends from Dominaria, so I feel like it's the set most likely to feature a Legends series.

None usually, I use Forge to test and tweak the deck until I get the list functioning. The budgets on the decks usually varies, but they tend to fall between $300-600 when I get around to ordering them. Lowest I've started a deck I still own on is $30 though. I should add that I don't really have many decks. Quality over quantity, you know?

Usually by the time I've gotten the deck where I need it, it needs less upgrades and more updates for new sets, but I do shell out for upgrades when I fall behind my group's power creep. The $30 deck I mentioned before is now roughly $500 after three years.

Is there any decent way to upgrade pic related on budget with recently released cards?
My friend wants to start playing EDH with me and my gf and we all want to pick C17 decks - upgrading cats and vampires decks seem to be preaty easy but I have no idea what he should do with this one. I mean I see that the mana-base needs some reorganization but how?

Mairsil doesn't have Welder's static ability that grants it the activated abilities of its imprinted cards. Any cards you Imprint on Mairsil that way would be functionally useless.

Flame Wave is a silly one-sided damage-based mini wipe.

Wake of Destruction is similarly silly, but MLD is generally frowned upon.

Outpost Siege may not fit the flavor directly, but the card advantage (always pick Khans!) it gives is great for mono red.

Malignus is silly, especially if you get a damage doubler, like the Gratuitous Violence you already have.

If you were to expand the manabase a bit, and focus more on basics, I would definitely recommend throwing in a Ruination, a Valakut, and an expedition map.
