I still say it's the hobbyist sites. Hobbyists care about their hobbies, especially the really dedicated guys. This is even true of boards on 4chan, too.
The "general" boards, save /qa/, tend to be the most involved with real life since there's no force stopping them from doing it. They're just normal, bored kids having normal, bored kid discussions. There's nothing wrong with that on the surface, but obviously it's not going to have the desired atmosphere or content.

I don't come to these sites for high quality discussion. I come to relax and laugh. If I read about someone's life I want it to be because they thought it was a hilarious or pathetic story that would make people laugh. If I see a twitter screencap I want it to be because of how unbelievably stupid it is and only posted here because someone thought it was funny.
If I see a joke I want people to actually GET IT instead of genuinely thinking it's an political ploy of some kind. If I see spam (like in this thread) I want it to be because they think it's hilarious, not because they're buttfrustrated and trying to modify people's behavior online
