These guys are going all in throwing all the money they have on the character animations.
They probably don't have the money to do the backgrounds and vehicles as well.

It's a simple chain of events. Hire a 2D studio, don't give them enough money.
2D studio, not having enough time=money resort to 3D shortcuts.
However, having no money to hire a professional 3DCG studio, they have to make all the 3D stuff themselves on the side despite no one there being proficient in it.
And that's the result.

It's just the nature of the beast with 2D animation. Being a ramen painting enthusiast that you are, you should know better than to expect miracles of them.
