It's debatable. He did lose the popular vote by a pretty wide margin, and while I think that's still fine and valid under the current system, it's relevant to whether "the majority" supports something.

Anyway, think of the United States as more of a union of separate states like the EU (just without the ability to legally secede, and a stronger central government), and certain quirks of US culture will make a bit more sense.
