I think that would be more realistic honestly. We might enslave ponies but I doubt as a society we'd tolerate a "lel do what you want, torture rape and murder a sapient creature with no consequences" approach. That's a SiM move, and we don't want that. I do, but it's not appropriate for this story.

She then tells the crowd that Anon has purchased Flurry Heart and - trying to be stoic and failing horribly - says that she will go four months without seeing her daughter and take the 30 lashes along with the rest. Explains that this is not his choice, that everything that is happening is what she chose. Anon is not holding Flurry Heart hostage. Emphasizes that she is their princess and, even without his sadistic games, it should always have been her choice.

Crosses over to Derpy and says something touching about mothers being parted from their children being the worst punishment and that she cannot do that to another. Takes Derpy's place. Asks Derpy to look after Flurry Heart.

Cadence declares that she will take 60 lashes, will not see Flurry Heart for 8 months.

Derpy refuses. She won't do that do her princess. Asks Cadence to look after her daughter.

Cadence keeps her dignity and earns sympathy (particularly from Derpy and any other parents). The other ponies will be on their best behavior to avoid causing her further punishment. Anon loses stature.

Anon made a mistake letting Cadence choose the punishments. He turned this from a battle of dominance and will to one of politics. He never ruled an empire - he's just a petty slaveowner. He never suffered for his people - only his pocketbook. He doesn't understand politics and how to sway an entire nation.

She doesn't understand that's why he bought her.
