I don't remember them establishing either of those to the extent they have with the sky walls. And the walled city in Gaim at least fit symbolically with the themes of the show in a way that is not analogous to the world building done in Build so far. A better comparison would be the forest otherworld in Gaim. Whether they do anything interesting with it is another matter, and if they sideline that whole plot after episode 20 or so I wouldnt be surprised, but you don't spend a few minutes of your first episode establishing three different countries and then leave it there to do nothing except create plot holes for no reason. It's basic storytelling.

A fairly simple guess would be that Toei wants a ton of money for their series and as such, it's cheaper to license Ultraman and stick with that than to attempt to license Toei's stuff.

The most likely answer actually probably lies with Saban however... I wouldn't be surprised if Toei is fine with streaming and Saban doesn't want it chewing into their profits. Up until recently, Saban had rights to all 3 shows outside of Japan, iirc. (With Glitter Force Doki Doki, they've handed the rights back over to Toei so that might be an actual possibility eventually)

tl;dr: We aren't getting simulcasts until Saban decides that Sentai streaming isn't a threat to his Power Rangers franchise and lets Toei sell the simulcast rights.
