I'm wondering whether or not to say fuck you to my mom on mother's day, as the most hurtful way of saying goodbye I can think of. You can use bb cream on it's own or with a primer first. It's like a light foundation with other goodies mixed in too. Follow with translucent powder.

A primer evens out your skin and helps your makeup go on smoothly and last longer. You don't really need it for a bb cream, or powder either really. Powder helps set your foundation so it doesn't wear off. Translucent powder just means it doesn't add any coverage or color.
It def. depends on the bb cream. I think most don't need any, it's more for foundation.
I'm only just learning, so an actual guide would probably be more helpful!

It's sad, 6 years ago when I transitioned at 18 everyone thought that was super young. Now it's extremely common. Most people even start younger now because there's less stigma around the subject. The lighting in this picture is really strong but it should highlight flaws so I guess it's good for criticism.

I think I need to work on my eyes and use eyeliner to kind of make them look bigger? They seem small. Eyeliner is kind of hard with deeper set eyes though.

Yup, use brown liner and mascara, it would help a lot. For liner, you might want to try felt-tip pens, for a simple line, they're a lot more convenient than liquid or gel. Not good for more complicated designs, though. Circle lenses help a lot to make eyes look bigger.
Your lips are very thin. You might want to extend and define them with a pencil before filling in with lipstick.
Raising the inside of your eyebrows a bit by thinning the lower half could help.
Maybe get a hairstyle that frames your face more closely.
In the long run, I'm not sure you'd need ffs other than for your chin.
