The gasses of combustion fill both chambers, however the check valve in the top chamber holds the high pressure gas from the beginning of combustion, the gas in the bottom chamber stays in the chamber until the bullet leaves the barrel.

The large piston holds the bolt carrier back until the bullet leaves the barrel and the gasses vent through the barrel

Once it leaves, the high-pressure gas stored in the upper piston cycles the action

Due to the large piston, even though the gasses in the upper chamber are of higher pressure the large piston can deliver more force, keeping the carrier in place.

I believe the system delay you might be emulating is the roller lock blowback that uses a mechanical device to regulate cyclic action instead of gas impingement.

Gas systems are stone age tech, it would be better to look elsewhere for energy deflection to control variable barrel lengths.
