It's supposed to work for all upgraded sonars. It isn't clear if there's any difference between +1 and max (hard to test this but I choose to assume it should exist) so for now it's quite safe to slap +1 on all T3/T4 you use. Getting some to higher levels is advisable for ASW alone anyway now that we have SS Hime as one of the bosses.
Based on my personal experience I prefer using sonars instead of radars as wildcard on DDs.
Just to clarify - upgrading sonars doesn't improve accuracy but they all have +1 or +2 accuracy, so it's an advantage over turbine.

Who should it be? Currently most used ships are Maya, Ryuujou, KTKM, Ooi, Subs etc.
Carriers don't really need it.
Battleships are limited by maps.
Destroyers get BTFO real easy in an opening airstrike or doing piddly damage most of the time.
Ooi and KTKM tend to get disqualified on routing.

Light cruiser choices point toward Abukuma who spends her time on expeditions. Yahagi, who does see plenty of combat or Fufu, ya scared?.

Yes. Combined fleet maps disqualifying the CLT are the main reason I'm thinking about light cruisers. The chuuniship is there just because she's been working the expeditions so hard she's the highest level ship in my fleet at 96.
