The refactoring will make the codebase more sane.
Removing anything that shouldn't be in the main repo.
Adding in LRU caching and asset minification.
More sane config system.
Better templating system.
Also releasing any code that hasn't been released yet.

As for making it distributed I've found a neat solution but it's still in very early stages.
But might be best to make a separate custom client for that.

I haven't been following pantsu that closely, but what the fuck is wrong with the scraper? It sometimes puts up the latest horriblesubs releases, but more often then not it never has it, or scrapes it but has a million repeats of the same release. It makes using the site really unreliable as it never has the episode you want, as opposed to nyaa.si or the horriblesubs website. It has been like this for weeks too.
