Honestly, dynamic IPs or VPNs won't cause you much of a problem unless someone sells invites or cheats on that IP since you changed to one that was banned.

For the same reason that people on 4chan discover that their IP is banned for spamming CP after their IP changes.

The other reason why VPNs are banned is because you can sell someone a buffed tracker account and get them to VPN on it in the same region just like people who sell buffed Neopets accounts.

In fact selling tracker accounts would be easier than selling a Neopets account because you wouldn't have to worry about other users reporting it to death.

It's easy to shit on by banning people who use VPNs though since most VPNs are very obviously coming from one of a very limited number of ranges and most of the VPNs will have multiple users using the same service - multiple IPs shared - easier to get fucked in the ass so the tracker shuts down identity confusion altogether by banning commercial non static IP VPNs and banning everyone who uses them getting all the cheaters and sellers in the first place.

It's very easy to block VPN ipranges as evidenced by 4chan's extensive VPN/proxy blocklist.

I really wouldn't trust PTH when they say that VPNs are allowed if they're still allowing dynamic VPNs because when they become frustrated they'll ban everyone who used them to catch the cheaters and sellers more easily.

That's pretty much the point of having a seedbox... You just download all the shit using the web ui of whatever client is running on your seedbox. Then you have a server of some kind (SFTP, FTP, HTTP, etc) where you can download the files stored on your seedbox. I have a HTTP server on mine for that. I can either use it to download the files using my browser or stream them on my Raspberry Pi using Kodi.
