So I have a GTX 1070 I just got today (My first pascal GPU) and I noticed that it has a GPU boost of around 2000 on the core clock but sometimes it'll downclock itself to around 1978 or sometimes even 1888. Why is that when the GPU temp is around 65? Is this some kind of feature I don't know about where it won't boost to max if It feels it doesn't need to?
It's a Strix OC by the way if that helps, I just don't understand this.

same happens with AMD cards, to keep them cooler and power efficient they will throttle down a bit when the full power isnt needed, try playing a GPU intensive game and check if it uses the full capacity

My landlord finally upgraded his internet because his kid just got old enough for online gaming. However, I don't really see a difference because I live 2 floors below them and their router is on the 3rd floor.
I can convince him to set up power line adapters but not really sure how they work across multiple family homes. Like his floor is always losing poor because his kid uses the microwave when his mum is vacuuming all the time but it doesn't affect my power.
Will it work /g/? Do questions relating to electricity count as tech questions?
