Oof. While I think that Emma going over the edge because of Scott's death makes sense, it wasn't developed in the best way by Soule and Lemire, at least from what I've read. The whole thing stinks of editorial mandate, and as an up-and-coming writer it pisses me off to see other writers sell out like that.

Some notes for this storytime
1. The Hellions were killed off in Uncanny X-Men #281-283, which is ironic in that Fabian Nicieza had huge plans for the group and Emma Frost. Fabian planned on using them as part of the rogue gallery for the New Warriors, according to his outline for the New Warriors series since Emma and Firestar were mortal enemies.
2. New Mutants #63 was written/drawn in 1984; it was a filler issue produced when Marvel thought Bill S was not going to be able to keep a monthly schedule. They finally published it in 1988 once they realized that Magik was going away after Inferno and this would be their last chance to publish it, outside of Marvel Fanfare.
3. Emma "healing" the PTSD from the New Mutants being massacred by the Beyonder was never an altruistic thing. She only did so because she wanted custody of the New Mutants and had Empath, IIRC, "nudge" Magneto into handing them over to her by having Empath boost his despair over not being able to help them. She then used her powers to erase said trauma from their minds, on the basis that she would then have the New Mutants endebted to her. When Magneto found out what she did, Emma defused the entire situation by willingly allowing the New Mutants to go back to Magneto for PR reasons. The arc even ended with her giving an inner monologue about how giving up physical custody of the New Mutants was just a ploy to make the New Mutants think she was a swell gal, so she can blackmail/manipulate them at a later date).
4. Magma moving to Roman Nova was part of the big storyline being planned for the Hellfire Club and Nova Roma, that never came to pass because Liefeld came along. The '88 New Mutants Annual mentions it but by the time Magma makes her last appearance in the series (in #82, a filler issue), the whole plotline was dropped in favor of Magma/Empath as a couple.

No one knows. Claremont was SUPPOSED to reveal what the plan was in New Mutants Forever, but churned out a completely divorced from the original text Red Skull Vs New Mutants fight that included Cypher being turned into a super strong Red Skull double (complete with real skull face).
The only thing for certain was that Magma was supposed to revealed to be Selene/Black Queen's granddaughter.
Fabian Nicieza and John F Moore scorched earth things with the whole "Nova Roma was a lie" reveal and the later revelation that Magma (really a Brit named Alison) was a Terra-type psychopath who Selene brainwashed into being a Pollyanna adventure girl for the lulz.
Claremont pretty much ignored their derailment in Xtreme X-Men and implied a connection between Magma/Selene/Elias Bogan but it never went anywhere, outside vague reference to Empath acting on someone else's orders to "trick" Magma into thinking she was a wannabe Terra villainess and basically get rid of Nova Roma. The original writers of New X-Men intended on addressing the whole fuck-up but they got fired and replaced due to House of M.

There was a very much half-assed attempt to cobble together a plot thread during Necrosha: Basically Emma Frost/Sebastian Shaw were still trying to kill Selene before she killed him. They had Empath seduce Magma and force her to leave the New Mutants and later, the Hellions in order to live with Magma in Nova Roma. The plan, it was implied, was that if Selene struck first, Empath would do something to destroy Nova Roma.
However, in New Mutants #75, Selene psychically overheard Emma telepathically telling Magneto that now that Magneto kicked Sebastian Shaw out of the Hellfire Club, the two could team up and get rid of Selene. This, haphazardly was established as the moment Selene decided to form the Upstarts: she then sicced Fabian Cortez and the Acoylytes upon Magneto (to kill Magneto) while Trevor Fritzroy was sent to kill Emma and the Hellions.
It's at this point, the dead man's switch was thrown and when Firestar and Cannonball/Warpath came to tell Magma/Empath of he Hellions being dead, Empath had begun using his powers to brainwash the citizens of Nova Roma into thinking they were random civilians kidnapped and brainwashed by Selene. Magma included.
That said, it's never been stated WHO came up with the idea to destroy Nova Roma (Shaw or Emma). Nor how the people of Nova Roma got mindwiped (Empath can't mindwipe people). Empath didn't have the power to do it, so Emma HAD to have mindraped Magma/the people of Nova Roma some point after New Mutants #82 and Uncanny X-Men #281. We know Empath was still in contact with Emma and was the only Hellion who didn't get killed by Fritzroy in that arc. Empath was using his powers to keep everyone in a stupor following their mindrape and lied about Emma's role after he was caught and what exactly happened, since he wanted revenge on Selene for killing his teammates and "killing" the Inner Circle.
