Transmetropolitan is one of my all-time favorite comics and it's what got me back into comics after I got burned out in the 90s from one too many shit x-books.

Add onto Congress being like 70% of the federal government, and you get a garbage fire that people are unwilling to fix because they only care about who the President is.

You underestimate how sedentary and dependent on media the average american is. There are plenty of people who are actually willing to protest and whatnot, but they're almost all hippy noguns whose main motivation for going to rallies is so they can show everyone online that they did.
And then you have the group who are able, but unwilling to do anything about it because they aren't directly affected by any of it. As far as they're concerned everything is hunkey dorey as long as the government doesn't literally fly a black helicopter up to their door and demand they hand over all their guns.
The actual percentage of upset americans who are able and willing to fight is so small and so spread out that it would be trivial to get the media to brand them as unamerican terrorist militia death squad school shooter psychos and then dispose of them however they like.
