I think it's low level telepathy that's alin to hypnotism. They seem to have downgraded him to a point where he can convince and manipulate you to do shit, but not straight force you. The trick clearly is him talking to you, using his telepathy to lead you into thinking you want to do whatever he wants, not just "zap, you're my mind controlled slave now" like it used to be. It's quite clever, it allows him to do villain monologue while at the same time fixing his OP powers to more workable
