In Batman a few issues ago there's a Legionnaire locked up in Arkham Asylum. EE came to our time looking for a Legionnaire, but somehow got captured by Waller.

Hints about Legion coming back is part of the overall Rebirth narrative they've been building. In fact, everyone on Max's team (including Max himself) are characters who were supposed to be erased by the nu52. That's the main Rebirth connection for this event.
