The basic problem is Vought is so corporate to the core, it places corporate principles over being able to actually make anything functional in it of itself. From a narrative standpoint, they'll NEVER get heroes right because they just don't work that way. They make shit guns that don't work and then shit people that don't work. They just can't make anything work, but push the shit through with their corporate nature. And because they do that, they'll always choose a shitty product over a solid one that requires a bit of give on the corporate end.

Heroes don't necessarily have to be the military, though. In fact, aside from Mallory's flashback and 9/11, they never encroached on the military matters. It's like saying we can't have police men because it's military shit. Though it opened with some sort of super villain, the setting as a whole generally lacks actual super villains to justify the heroes. Nor is there shown to be any sort of real crime stopped by the Supes. We're told pretty much everything they do is an act for the public. Only Annie's story about disaster relief approaches it.

There's no particular reason a proper system of training couldn't make use of V in a moral sense. I mean, what the fuck do you even need Homelander tier powers for? Just get some proper relief professional to take some V. Disaster relief done by invulnerable, super enduring men would be a serious boon. But it's not that sort of story, in the end.

What point? Supervillains are basically never in this story at all, aside from the oddity of the first issue. They're never really addressed. Since Vought made the V, or built it off of Vogelbaum, they control all the supers. So there's never actually an rogue Super menacing society that need to be addressed. Everyone gets rounded up by Vought early on as soon as they make any sort of waves. We get mentions of Supes not playing ball, but it's never hedged as supervillains so much as rogue heroes.

Makes me question how the comics work, honestly. They don't even have people pretending to be Supervillains, like a heel or something.
