Because Jean Grey is tied to the Dark Phoenix story line, arguably the biggest and most "important" event in the x-men, her love triangle between Cyclops and Wolverine combined with Wolverine's popularity makes her more important than Psylocke.
So Pylocke languishes in obscurity, remembered more for her complicated origin story and being part of the 90's #1 lineup than actually being a compelling character.
