This is some really ambiguous bait but I guess I'll bite.

Why bother dropping in gender identity and Shintoism when they're surface/aesthetic elements at best?

The movie uses some culturally relevant motifs, but the reason it's so emotionally appealing is because of the core romance. And I believe the romance is stronger than in Shinkai's early movies because every plot device is designed to dramatize the relationship, either by forcing them apart or by fatefully bringing them back together. The sci-fi cliches are powerful because they underscore the feelings of distance and longing that Shinkai is always trying to express.

I feel the need to point this out because it's something that annoyed me about academia's approach to art. As if film profs are insecure about art for art's sake, so they have to validate their field by dragging in politics and sociology. This movie is a masterpiece because it's a good romance.

In all honesty, I think that's something you have to be Japanese to appreciate. I suspect that stuff you're talking about is inherent to Japanese culture, and isn't political in the sense we Westerners see it.

Like even though Mitsuha does Shinto stuff, and a good chunk of people show up to see the rituals, they wouldn't consider themselves as being Shinto. For them its just cultural; I'd liken it to how we celebrate Christmas, an inherently religious holiday, and yet nowadays its a secular and commercial thing for many people.

Also, Shinkai was inspired by a few Japanese works, including Ranma, Boku wa Mari, and this old Japanese book.

I dunno how previews are selected, but you might have the issue backwards. Individual movie theaters decide which trailers to run for which films I believe and they do it based on an assumption on who the audience for a given screening may be.

Well that's two different issues - Netflix just wants a library and they're willing to do whatever it takes to get it. If they can make their own, then it'll be in their inventory forever: some company can't just demand more money and let the deal lapse.

In hindsight, the movie was deeply effected by Touhoku.

(I say "in hindsight" because during my first watching, my immediate thoughts went to the atomic bombings, to which the sudden destruction of a comet strike feels more viscerally similar.)

With that said, I don't think it's fair to Shinkai to say that the movie is entirely about Touhoku. Unless by "in its entirety" you mean that it's the overarching subject which connects many ideas together, in which case the argument can be made. I do agree that Western reviewers whose reference is Fukushima rather than the earthquake are really missing the forest for the trees, though.

Gender issues doesn't have to be about trans/xer shit but I guess that's my fault for adding gender identity ironically. The film merely gives us an endearing glimpse at some of the differences between girls and boys. It is a short, lighthearted, yet intimate look at the differences between girls and boys and the different challenges they face in life. I think the fact that it is not the focus of the film is a good thing, as usually any works examining these differences ends up being focused completely on gender issues.

This film isn't shallow at all, perhaps just not accessible enough to western audiences on the deeper levels, which isn't the fault of either.
