They could have, but the development on USM would be severely hindered since it's based on SM's overworld, characters, scripted events, etc., etc.
I like to think that SM was rushed because they wanted to put more work into USM.

Nah, they just cut content from SM so USM would look better than it really is.
The garage of your house is in SM, but it's not accessible without hacking, while in USM is there from the start to trick the player they worked hard

USUM just forked from SM near the end of production. It's the same development cycle for 95% not 2 separate projects.

It's not mandatory to buy a Pokemon.
It's call of duty or Fifa. Every year comes out new features, new players. You pick it up any time you want.
But the amount of shit posters is nuts on here. They feel an entitlement for kids games.
