Discussion. Discussion was killed off with excessive banhammers at one point due to it spamming, but I think there's value in bringing it back. 1.Image dumping is kind of outdated considering other sites are more effective archives. 2.I think there is value in discussion. For example, the visual novel thread generated a pretty good discussion I think.

In terms of shota, it should just ban characters that 1.are underaged AND 2.look underaged. Those two elements in combination. I mean, the rule was instilled in the first place because moot had some legal issues. If the character IS of age, it's fine. If they LOOK of age, then it's fine. i've said in the past that I've seen more "take this shit to /cm/" posts on images that would not be permissible on /cm/ than I have on posts that would be, and the wolf crying has improved but not tremendously. users still upload borderline material with a disclaimer because they know it's gonna happen to any post that even might be /cm/ material. occasionally someone OPs with obvious /cm/ material but it's quickly scraped with or without multiple people spamming it "/cm/." I actually agree, sometimes I think /u/ has a good balance for this kind of thing because they're able to keep each other updated all the time, but I get that /u/ isn't really a porn image board in the same way /y/ is.
