It sounds maybe weird but if I look at these pictures a strange mood is building up. Some kind of tension. I first wanted to post these on /p but I thought that /x may be the better place.

This type of work is often called glitch art. The most common way to achieve this effect is to open the image as raw data in an audio editor such as Audacity, manipulate a few variables, and then render the final product and convert it back into a picture.
Nowadays there are a few tools that make the process easier, typically native to iOS or Android. There is also this online tool, if you want an easier method: https://getmosh.io/
