It's just a generic XDCC format for downloading .When selecting the file it told me to copy paste /msg Doki|Homura xdcc send #4346 into the irc client.
The problem is that I have no idea how to do that so could someone please tell me how to set up an irc client and then operate it to help me find the movie?

I already told you what to do on the IRC, the right channel was #NIBL or something like that; it's written on the channel topic. You can't even whois the bot because the bot isn't even on the same channel you're on.
