We are at 44 states that say they cannot or will not hand the data over. I understand on the surface how it looks like some kind of mass block on Trump but its not. Most states have privacy rights to these voter rolls and if you have DOB, SOB, and last 4 of SSN that's all you need to get the entire social security number (SSN).
The Trump admin is trying to validate SSN data to voter rolls so the rolls can be purged and find any fraud of previous voting record.
The issue is why we even use a SSN. USA has rejected a citizen ID card as Europe did for privacy concerns. In the 80's most places of employment started using it as proof of citizenship. Going into the digital age we keep using it that way for validation of our ID when it was never designed to work that way.
The issue is massively complex among the 50 states and Trump did it in a ill thought out way that makes him look like a victim if you do not know the back story. If he is serious about this he should be pushing for a citizen card like the EU, but this is all for show so who cares.

Obamacare was based off Republican policies in Massachusetts and was originally created by the Heritage foundation for a 1993 bill. Republicans added hundreds of Amendments to the ACA. The ACA had 14 months of public input before it was implemented. Democrats were not allowed to even read current health care bill before it came to a vote.
Honestly what else could democrats have done to pass healthcare with GOP support? GOP leadership didn't and still doesn't want it. Republicans could pass a bill if they worked with democrats to get past the party hardliners but Paul Ryan has made it clear he wants no Democratic input on the bill.
