The second one, I guess. First one definitely has Grass elements, even if not a lot, but nothing actually hinting towards it looking like a Ghost type. Second one manages to have Grass type elements while retaining, well, spoopy in its core. I assume it's a kind of butler-esque assassin or something. Although Dark could as easily fit in. Decidueye looks more like a Grass/Flying.

Previous starters sans Chesnaught still look like grass types when you remove the green and replace it with another color. Chesnaught started the trend of gamefreak needing to make their final evo typings a "surprise" so designs suffer for it. It's why Litten, Rowlet and Popplio look so different than their final forms and why Decidueye's typing in particular is nonsensical. They wanted the typing to be a mystery even when it doesn't fit the design at all.

it should have been full physical attacker full of contact moves to get advantage of the HA.
as an archer it should had a lot of speed so that it attacks first, as in from distance.
what do we have now? a slow af pokemon with 100 wasted stats, since the only relevant spat moves are energy and shadow ball, and frail af with a horrible typing for defence. probably the worst grass starter competitivly. at least the others have a niche.

That's horseshit. Ghost types were always either mostly non-solid beings, or a haunted object. Only gen 7 broke the rules by making it "my mom's animal with ghost powers." You're right that neither owl qualifies as a ghost.

None. They are both paint it green call it grass. They lack any real plant element and their humanoid bird designs don't benefit from having one either, other than taking up the grass starter spot.
Owltair was surprisingly close to Decidueye unlike Ballio and the other one when compared to the real designs.
