Overworld model is just laziness(same model as battle except for face, hair and hands), but the battle model fits the scheme of having higher polycounts for more important models. Might be the model used in the DP remakes, but only time will tell.

General information time!

3DS is capable of normalmaps and specular maps.
Models in Pokemon have a lot of bones.
Pokemon battle models generally range from 2k-16k.
Trainer battle models usually range from 2k to almost 6k.
Trainer overworld models usually range from 1k to 3k.
Overworld models have lower-resolution textures, less polygons, and less facial expressions than battle models. Some trainer battle models have modeled mouths instead of texture-only mouths.
Pokemon overworld models are different from the seperate, no-texture low-poly Pokemon models that have been found. It is extremely likely that these models aren't scrapped overworld models for following Pokemon, but models used for the high-res shadows in battle. This is why they have the same or similar bone count and can use the same animations.
Highest Pokemon Polycount(so far): Primarina, at 16292.
Highest Trainer Battle Model Polycount(so far): Motherbeast Lusamine, at 11995. Not counting her, it's Cynthia, at 5997.
Highest Trainer Overworld Model Polycount(so far): Cynthia, at 3961.

To be fair, most of the hair stuff isn't showing in the ingame model. The "untied" hair only shows during special attacks. I suppose they just disable the visiblity of the tied hair during these attacks. So it's not always rendering all 16k polys at all times.

Pyukumuku has two gut models, the flower shape and the hand shape, and they're both rendered at all times while Pyukumuku is on screen, just hidden inside.

I'm not sure if they are being rendered. Ideally, everything hidden behind or inside geometry shouldn't be rendered. But I feel like GF didn't get into optimization like that :^)
