Quash has a use in doubles with Prankster Murkrow to allow you attacker go before the target. Embargo is still a bit useful ingame to stop those idiotic sturdy + max potion faggots.
Confide is just... Have you heard of Snarl or Struggle bug? It's basically a Growl which reduces sp attack.

I got at least some use out of confide due to the AI very rarely, if ever switching out.
Embargo, I've never once used in the 11 years ii has existed. It only lasts for 5 turns and not to mention that only a few trainers in the entire game use items in the first place. Their item usage could be abused as well as it'd give you a free turn or four to set up while they use up their turns healing at low health.
