No stealable Choice items in the main game as far as I know, but Smogaroben sometimes carry Choice Specs while Smoxilon carry Choice Bands. You have access to the former, the latter can be found at Victory Road.
Choice Scarf isn't lootable until postgame AFAIK from Pengas.
