Roaches have relatively little difference and not much is different in Pheromosa, so it could be either.
Buzzwole does have the female's bloodsucking traits but has masculine bodily features from the humanoid elements of the design, so it could also be either.

Buzzwole has an extremely stereotypically masculine looking basis and acts in an equal manner. Thus, /vp/ will call it female. Many Pokemon with feminine basis, such as Mawile, can be male. There is no reason to base it on a single aspect of an unknown one and claim they're all female or all male. It's impossible to say what it actually is, because due to having no appearances in other media as of yet, there is no way to really know.
