I fixed it for you, sending it over now. For future reference:
1. Your TID is 58793 and SID is 52053
2. Make sure you set a Country that's inside the continent you chose (ie. United States is not within Japan)
3. You can't hatch an egg in Nursery Workers. Just use Route 1.
4. If you ctrl + click on Relearn Moves, then it automatically sets the necessary relearn moves

Okay, so i'm following the plialect guide to get Arms

I had ironhax installed. I have successfully downgraded to 9.2 (though it did turn all my installed games back into those little wrapped presents, don't know if that's supposed to happen.

I'm now trying to open Ironhax so I can run Decrypt9, to can actually install arm9.
But it just stays like this forever when trying to open it...

I have an old 3ds that's on firmware 7.0 or something. I have never injected and poured over the guides but am having trouble understanding some stuff. I know back then anybody could inject through the browser, even without homebrew. Is that still possible if you have an old 3ds with old firmware?

well you need to be on the latest fw to play, so injecting won't really work for you.
You can inject with just homebrew, yes.

Since you are on a very favorable firmware I recommend you to follow this guide:

to set up a9lh. It allows you to stay up to date on the newest fw while also run homebrew/do piracy/inject etc. Your firmware allows you to do all that without buying any additional game or anything (but I do recommend a bigger sd card for the big games)

well they are as legal as you make them, if you make a fully illegal pokemon it will ofc flag as illegal, but you can make them legal easily, yes. It uses a patched version of the game to use the ingame qr scanner to inject them. (Thats only one of several injection methods, I still prefer NTR and wifi injection for these kind of threads, other people use jksm and savegame dumping/injecting through that)

PkHex can make legal pokemon, yes. You can also make any event pokemon or make it look like you actually caught the pokemon yourself. The fileformat for pokemon has actually been fully explored by now, we can do anything with them.

NTR allows me to stay online while injecting, so I dont have to do the whole "connect, send pokemon, disconnect, scan qr, connect, send pokemon, disconnect" thing.

No one has been banned since release (freeshop wasn't available earlier). I doubt they will ban anyone anymore, earlier they got away with just banning everyone that connected online (even reviewers and legit cartridges), now they would just ban 99% of the legit people.

pkmntr is going to get updated for sure.

The problem with ntr currently is that you either have to apply the wifi patch before starting SM (which makes it so you can't go online ingame) or you can only inject while you are actually online (in the festival plaza). You won't be able to inject pokemon for fun in the "normal" world and then go online directly afterwards.

ORAS/XY allowed you to be online at all times, SM only in the festival plaza.

You can install A9LH on your O3DS, then do an NFIRM downgrade via DSiware transfer to also get A9LH on your n3DS.

You'll need to use your O3DS to install OOThax to your cart to begin with, in any case. I recommend installing menuhax on your O3DS and using OOThax on the n3DS until you get A9LH on both.
