The change was done to indicate a change of her personality, a big moment in her life. She went from being a standard girl with no motivation to a character with motivations and a dream. she wasn't just following ash anymore and being just some girl; she was doing something for herself, and left the standard clothes for new, artistic 'tropey' ones.
It was also done to incorporate character customisation from the games into the anime.

As for 'needing that shit', that's a terrible analysis of what actually happened. She cut it because she knew she wanted to follow a new path, and strengthened it by going for a new look to go with said path. It is a great indication of character development, for the viewer too, and is just a really clever and cool new way of nintendo to treat their characters. Dawn just had some weird excuse for character development to make her feel like a real character instead of the empty vassal she actually is that nintendo implemented to appeal to girls.
