It doesn't matter. Rotom already has acess to Will-O-Wisp which is more accurate for burns. Scald is really just a two-in-one offer, but Rotom doesn't really have 4 slot syndrome anyway.

It's not just about the status infliction itself (which is extremely useful), it's about the risk of inlicting it. With Scald users you always have to think about wether you can afford to potentially get your water resist burned when switching them in, it's an incredibly strong tool for mindgames.

I agree, but Rotom doesn't play with percentual mind tricks, players already have to be weary of Will-O-Wisp when switching in on it. I mean, sure, Scald would have its niches, but personally I'd still use Hydro Pump. The damage output is just that more useful to me.

I'd be much more worried if rotom got reliable recovery. Scald over Hydro Pump just lessens it's already low kill power, which isn't really worth it when it already has guaranteed burns in Will-o-Wisp. Not sure what would even be worth running on top of Pain Split/Volt Switch/Scald. Hex? Toxic?
