They're event distribution carts, Satan. They were used to distribute in-store events to Gen IV and V games. You would put the cart into a DS set to the events timeline and you would be able to get the event from local wireless. After the events ended employees were supposed to send them back to Nintendo, but some employees either kept them, sold them, or threw 'em away.

And because of those employees and their inability to follow simple protocol, Nintendo switched from carts to serial codes for all in-store Pokemon events.

You just need two DS systems. Any will work ranging from the original DSphat to the current 3DS model. One system with the proper game cartridge, and one with the distro cart. You need to check online for the original dates the distro was live, because the cart is programmed to only work with those dates, but all you have to do is set the date back on the DS that has the distro cart.

Yes, as long as you set the date correctly on the system using the distro cart, and that you make sure the main game receiving the pokemon is a game the distro pokemon was meant to go to.

And I should mention, the American Arceus is(was?) the rarest holy grail of DS distro carts, with only like a couple people confirmed to have them. Until recently in the past few months when some Chinese sellers seem to have somehow obtained distro carts "destroyed" after they were returned to Nintendo. It looks like Ninty clipped/bent them with a clamp or something, but apparently some aren't in as bad shape and can still work. Point is, the chinese sellers have been selling damaged Arceus carts, which still fetch a lot of money.

In that case you just need an Arceus with the fateful encounter flag checked off, you don't need to necessarily bother with a distro rom or even a wondercard, just the .pkm file
