What the actual fuck is with all the Instinct gyms since the update?

There were next to none in my city until then, and now 90% of the gyms are theirs, most upwards of level 5, with mostly 2K+ CP 'mons in them.

Some decisions have clear signs of logic behind them. I'm not saying it's sound logic but they have a tendency to give some Pokemon moves that are super effective against their counter-types like Snorlax having Zen Headbutt unless they just wanted to give Snorlax whatever was closest to just vanilla Headbutt available in the game. As for Quick Attack, dunno. Move balance is whack and they clearly didn't think that one through, same with all 4+ bar moves.
