I think its rather obvious Charizard's return in BW was because the writers knew about Mega's at that point and were reintroducing Charizard to todays kids who had no idea who he was.

But then somewhere along the line they came up with AshGreninja so they decided not to use Ash's Charizard in XY. Its probably for the best, Ash's Charizard would have just hogged the spotlight from Ash's Kalos team.
