It can't be done, its Hidden Ability was Arcanine's last chance to be relevant and they gave it Justified. Other Poke do everything it would but better, he has middling stats, middling moves, is just slow enough to not be good, etc...

It's got a decent enough movepool that giving it any attacks is pointless, and Intimidate is just good regardless. It's defense stat is just good enough for Intimidate to work once or twice.

Bulldoze would be redundant on Arcanine since it gets Close Combat for Rock-types and Flare Blitz for Steel-types, and bulky Poison-types aren't especially prevalent (and haven't been since Gen 3 when Weezing was last usable).

Access to moves like Extreme speed, Flare blitz, Helping hand and Roar, there are a lot of others but either way that's one of the best sets I've used on Arcanine in Doubles.
