Noivern is literally a bat dragon. Neither one nor the other. It's interesting and a good design, and it makes sense.
Vibrava is a dragonfly. should've been Bug/Dragon, but whatever.
Tyrantrum is a T. rex, which is definitely worthy of being labeled a dragon.
Goomy makes sense when you learn its origins.
Shelgon I would omit because it's a transitory stage for definite dragons.
Altaria? I got nothing.
A-Exeggutor has some origins that make sense as a dragon, though it's pretty far-fetched. I appreciate the diversity.
Charizard is only not a Dragon-type because it's a starter. They also rectified this with MX-Charizard.
Gyarados could definitely have been a dragon, but they wanted to keep it an exclusive typing in gen 1.
Aerodactyl has Gyarados' answer, and additionally the clause that fossils must be Rock-type. They decided it would best be served as a Rock/Flying-type. I also question why you would consider Noivern or Tyrantrum as questionable and not Aerodactyl.
Lugia is perfectly fine as a non-dragon and I don't see why you would actually consider it one.

Listen up, dragons have 4 legs. Wings aren't important. When they do have wings it's usually on their back.

Wyvrens, however, always have wings as their front limbs, and only only have two legs. A lot of people get it wrong because nobody gives any absolute fuck about fantasy anatomy, but this is the defining traits of both regardless of what medium portrays it as.

The defining traits of an Ettin is that it is a giant with two heads. Some games and stories portray it as just a giant, some portray it as just a guy with two heads, but that just means those stories took liberties with it and are wrong.


That said, even trolls and goblins have a far stricter adherence to what constitutes as a troll or goblin in design than dragons do. Because it's entirely fantasy it's basically just a meme in the actual sense of the word and as such varies in interpretation from person to person, culture to culture, but still adheres to some common idea of what constitutes it as what it is.

As another example, there are many different varieties of Pepe yet you know instantly that each one is a Pepe. What constitutes as a requirement for it to be Pepe? The colors? Being a frog? The hand gestures they make? There are variations which do not match any of those things and yet the person posting it is still a dumb frog poster.

During the alpha/beta stages of RBY the "Bird" and the "Flying" types were two distinct types, the former can be found in the games data and a lot of NPCs reference "bird" pokémon when talking about flying ones.

I recall reading that the "Bird" type was originally given to all the birdlike Pokémon (Spearow, Pidgey, Doduo, etc), while the flying type was what later became the Dragon type (given to stuff like Charizard, Dragonite and Gyarados).

When the rest of the original Dragon type line was created (Dratini and Dragonair were added later than Dragonite, check the original index numbers), a custom type was created for it, the birdlike Pokémon all became Flying type to avoid redundancy and stuff like Gyarados and Charizard were left with their original "beta" type to also avoid being too broken, since a Water/Dragon Gyarados would have been unstoppable in RBY (no weaknesses since Dragon Rage does fixed damage), same with a Fire/Dragon Charizard, which would have been way too unbalanced compared to the other starters.
