All the Dawn promotion was upfront. She gets an ending theme right from her first episode, she gets a figure in 2007, she gets tons of promotion right off the bat, etc.

My only guess is May got screwed over for two reasons:

1. The original fad of pokemon was largely dead around 2002-2005, when AG was primarily airing.

2. Since May was the first new main girl, the writers still weren't sure how to promote her much over Misty/Brock at the time besides giving her more screentime in the actual episodes.

May didn't really get any figures for her entire run on the show.
