I have been emulating for at least a decade or more and I've never stumbled across a pokemon game that can connect in any format other than hamachi or DeSMuMe's (and ONLY in the unofficial svns and from a wired connection, the requirements for online were extremely strict) shortlived online spree.

ORAS is by far one of the worst performing games on the 3DS, the only one I've found that is comparably slow is ALBW.
Note that Citra is pretty buggy and a lot of games straight up don't work though.
