It's not groundbreaking, but I wasn't expecting it to be half as effective. 80, +40 for each special energy, +20 for 2 of my Regirock on the bench. 80 more if it's EX. No retreat cost. Haven't struggled to set up so far either. I could definitely refine it bunch, but given how stupid it is, I doubt I'll bother.

Can some famalams give me advice with making a fug ex deck? I have 3 rays ex and 1 mega ray ex but all the recipes I've been looking up have exs like shaymin or hoopa and I have none of these. I have most of the staple trainers though so its just the pokemon I'm having an issue with although advice on what trainers/energies to use would be appreciated too.

I quite clearly stated why. If you, like many other players, quit as soon as things don't go your way (which could be the first round depending on how seriously you take it), you are denying the other player a game. "But they can just start another game!" where the same thing happens. I've personally been through enough chains of quitters to understand why it annoys people.
A tiny negative to quitting is not going to have a noticeable impact unless you are doing it a lot. A lot of online games give a penalty to repeated quitting for similar reasons. This isn't a case of quitting mid-late game when you've suffered through your efforts not succeeding, this is for early quitters trying to get a good start.

There simply should be something in place for those that exploit conceding, or some incentive to finishing a full match (as I stated earlier).

M Gardevoir-EX is a pretty solid option.

Basically hard counters Mega Mewtwo and can usually handle Gabodor without much of an issue (in my experience at least).

Though it does get torn apart hard by Scizor and even Genesect decks and needs some investment since Hoopas and Shaymin are crucial.

Hey, do you guys have any tips for playing against Mega Mewtwo Y decks as a Volcanion Steam Up deck?

It just seems like there's absolutely no way to take them on, and I feel like half of the games I play are against 'em. Scizor? No problem. M Ray? Fuckin' easy. Vespiquen, Garbodor, Jolteon, Glaceon, Yveltal... a total breeze.

But fucking Mewtwo. Impossible. There has to be some kind of magic tech to deal with this shit.

If you can hit the Energy with the Elixer in addition to having a means of switching that would be ideal. Keeps it safe from being Lysandre'd and surprises the opponent. It probably won't kill more than one M Mewtwo EX but those two prizes and loss of energy should be enough to swing the momentum towards you.

Brock may be worth playing if you find that Super Rod doesn't quite get the job down or you're not satisfied with just grabbing three cards. Alternatively if you find yourself constantly discarding Rod early, Brock might be better. You'd have to test and decide what works best for you.

Matchmaking in PTCGO is based on ladder points.

There is no elo, ranking, rating, or anything like that. You simply get paired with someone who's won roughly the same amount of games that month.

Tournaments have no matchmaking. They're just open lobbies.
