Serena is way too low-key in these last 20 episodes to think she's being written out. The writers put a lot of the focus on Bonnie and Clemont because they're likely leaving, so the writers want to give them some last big moments. But Serena really isn't getting anything. Her goal hasn't been brought up in who knows how long and aside from blushing over Ash she hasn't had an episode in a while.

They even gave Misty the Whirl Cup as some last hurrah before they got rid of her. Serena hasn't gotten anything lately. Why are they doing this unless they intend to keep her?
