So what defined Gary as a rival to Ash?

We have Paul, representing the complete opposite of Ash's philosophy in regards to training and battling Pokemon. Becomes a bitter one after Paul realizes Ash defeated Brandon, and later, for Chimchar, becomes personal after it becomes part of Ash's team.

For Alain, we see his character foremost not in the context of a rival but as a protagonist, who have his own goals and desires outside that Ash. His rivalry with Ash stems not from having similar goals but because goals that coincide with his, ie, he wants to be the strongest and he thinks Ash is the standard. He later joins the league not because he wants to win, but because he just wants to battle him.

For Shota, he is the student/apprentice rival, who at first got rekt continuously until he finally manages to catch up to Ash. He represents how strong Ash is, but still fallible.
