My school in downtown dallas is a pokestop, but there's no pokemon to catch in the area. Which is pretty shitty, I can't ignore class to go hunting. From what I've seen, I think they correlate to spawn points in general, because all of mine appear where I tend to find stuff. The one slightly down the road, the one at the edge of my backyard, etc. The grass is there even when nothing is actually spawned. It might just be a visual indicator of "hey, this is where you can expect to find Pokemon sometimes".

I've gotten Gastly, Tauros, Fearow, Bellsprout, and Horsea to show up with incense even though they've never shown up as nearby.

Conversely I've seen Squirtle, Abra, Magnemite, Krabby, and Zubat silhouettes show up as nearby and none of them have appeared when I've used incense.

So I evolved a 10cp pidgey to test, and I got a 15cp Pidgeotto and a 26cp Pidgeott.

Obviously there is a relation to the CP of the pre-evolved Pokemon and the CP of the newly evolved Pokemon.
