It could be either, but Ash looks to be drawn considerably differently from when he appears when Ash Greninja is running towards Mega Sceptile (0:09 to 0:11 here: https://www.youtube.com/watch?v=JeyVL5FCCM8) when he's ordering the red shuriken. Of course it's possible that half the episode had a different animation director, but there isn't usually that massive of a difference.

Iwane draws, colors and animates differently. His lines are sharper, his colors flatter and his movements less fluid. Nishiyama has thinner lines, shinier colors and more fluid movements. After a while you become able to tell. The way they draw Ash is pretty different too.

Okay folks, first screen is confirmed to be Ash vs Shota since we saw in the general league preview that Ash Greninja running through the rocky field segues directly into him crouching in front of Mega Sceptile. Second screen is from the red shuriken part. As you can see from Ash's and Greninja's similar positioning in both, it's not the same field unless there's been a massive animation fuck-up. First screen has a tall boulder where the second screen has some shrubs, and the right side also has some greenery in the latter which is absent in the former.
